They did build one for Kiyoshi on the island she made. Since Aang founded the city it kinda makes sense.

Well see I never had a problem with the Kyoshi statue, because it seemed to me to be a modest statue of the woman who kept the village safe from invaders.

Also, Republic City was founded by Aang and Zuko, but there’s no giant statue of Zuko there. They didn’t make the statue of Aang because he founded the city, they made the Statue of Aang because he was the Avatar.

Like to me, the Kyoshi statue is a statue of a great Earthbender. The Aang statue is a statue of the Avatar, if that makes any sense.
